steam scaling setup does not work for multiple monitor with different scales

I have 2 displays

1. scaled at 1x
2. scaled at 2x

Steam always refers to the scaling for 2x, the provided set up did not work. However turning this option off made it so that it that it always scale 1x as expected.

But this then becomes weird on the 2x scale monitor
