This QA layer has quite a bit few entries that one cannot really solve in a meaningful way.

I think an easy way out would be to filter services ways for this QA step altogether. (At least in Europe) they mostly don't have sidewalks and people can walk on them directly, so mapping something explicitly in those cases does not add to the data IMO.
Another solution would be to introduce some kind of "ignore this" feature, but ideally we would store this (IndexDB?) which makes it more complex…
