Based on what we have under each of the H1's a number of each could be implemented in different ways. I feel we will can live without the note around "x layer" - it will read to ridged to the way these elements are coded.

We agree that saying "Content—The HTML Layer" could be conceived as constraining the developer.

Action, Janina to change the H1 label to the apositive phrase, "Content-- Usually HTML". "Presentation--Usually CSS". Etc.
