Subject: [PATCH] ci: Add github workflows

Added a basic workflow with LLVM 18. 18 is the default for the ubuntu-latest
(24.04) image. I wanted to directly use artifacts from the awlib repo
instead of building it directly but it's better to have a working CI
than chasing efficiency with broken CI.
