Respect User Quota Limits - Overseerr / Ombi

Howdy,
I requested this on Requestrr when it was very first released and the dev included it which was excellent, it handled it perfectly but is now a dead project so I'm looking to move to something that is being maintained.. Both Overseerr & Ombi allow you to assign a discord ID for notifications, which can be used to poll Overseerr/Ombi API's for quota limits.

This is implemented already in the overseerr backend. Attaching discord IDs to overseerr users does the right thing - they'll get an error response when they hit quota limits
