add a global rex switch so as to deploy config but not apply it

We could use that on certain cases when a careful deploy is required and a manual intervention is needed before applying configuration (restart, reload etc.) so rather than commenting out relevant bits of deploy tasks we could (1) deploy config but not apply changes (2) intervene manually (3) apply config

Not urgent, but nice to have.
