Save and publish doesn't correctly track changes

The green background disappears from both when draft is saved

Appears to be fixed. Maybe by 13ae50a

Actually, after removing all elements from workspace, saving, and reloading, the problem appears again. The Save and publish icon gets the correct icon, but no green colour.
