skip_unchanged_digest seems broken

Once enabled it leads to the following error:

+ /kaniko/crane auth login index.docker.io/v1/ -u *** -p ***
Error: registries must be valid RFC 3986 URI authorities: index.docker.io/v1/

Initial guess for a fix would be to strip out the /v1/
