For this, a few basic things for alpha would be good:

• ensure mTLS certs are there for all ate system components
• ensure the trust bundles exposed to those components are limiting trust to that system set (could be expanded later to support more clients w/ mTLS, but let's start with this)
• hardcode some basic authz policy, like "this is what's reasonable for atelet to call in the API", in the system components; this can be expanded into a more configurable rules system later
