Map Loading Indicator

Sometimes the points take a long time to draw and the user may think that they are not working. This app needs a map drawing busy indicator to help with this. The `BusyBar` [component](https://github.com/agrc/kitchen-sink/blob/main/packages/utah-design-system/src/components/Spinner.tsx) in `@ugrc/utah-design-system` would be a good candidate.
