Did we talk about the Add New button? In the old interface, when you selected a new DFC segment with no underlying UTRANS feature, it would add a button to the interface to add the new segment. The button only appeared under those circumstances, so I'm not sure if we talked about that?
I think the add button copied the arc from the COUNTY_STREETS feature class to UTRANS. Then I'd just hit save and it would write it to UTRANS.
