Can the merged_nodups.txt file generated by Juicer be directly converted into a .cool file without first converting it to a .hic file?

cooler cload pairs Equus_caballus.fa.sizes:5000 merged_nodups.txt merged_nodups.cool -c1 2 -p1 3 -c2 6 -p2 7
