Flashing with custom rootfs image has default .bashrc

A custom image based on the dcs_deploy image was flashed to a device. This image has modifications in the .bashrc file, there are setup some environment variables, which are needed. However the flashed device contains .bashrc file wihout the modifications. I have checked and the image contains the modifications.

Currently the .bashrc gets replaced with default .bashrc by the Linux_for_Tegra/tools/l4t_create_default_user.sh script. This script is responsible for creating dcs_user user, and with that it also replaces .bashrc file. This behavior is also true when a device is flashed with a --rootfs argument.

Since this behavior is unintended (when using --rootfs) we will work on patching this.
