Clicked/active pin always visible on the map

Right now, if two pins are in the same area of the map, the active one may still be hidden on the map after clicking. For instance, a zoomed out NYC will show all 20 pins on top of each other. We need the active pin to appear on top if it's the active one, in case pins are currently hidden on the page, but are active.

Acceptance Criteria

• The active (currently expanded) test center's pin is always visible on the map
