Add Test Center FAB

As a user, I want to add a new test center that doesn't exist, because I want to inform other people where to find tests.

Acceptance Criteria

• FAB exists on bottom left corner of maps screen to Add Test Center
• Remove Filter FAB
• FAB goes to https://airtable.com/shrVJrPQs4qQkcW4o
