Add support for multiple browsers to connect to the same test run simultaneously

1. When a new browser/viewer connects to the server, it should receive the JSON models.
2. It should receive all previous steps one by one until it catches up with the current test run.
3. It should receive all the new messages like any other viewer/browser.
