Enhance `release-github` to allow immutable releases

Following a comment of @inimaz about the support of immutable release on GitHub, it might be a good idea to leverage that for our projects when it starts to get available, if not yet - "We’re gradually rolling out immutable releases to all repositories and organizations".

This will work very well when associated with the attestation option !

Seems like there is something specific for action releases but it's not yet available for public use. Here is the repo https://github.com/actions/publish-immutable-action, it addresses the GitHub roadmap.
