Possible issues with the name construction of datamodel event tags

Following observations are from code (should be verified with test/runtime):

1. The rules name is not part of the tag
2. The format of the tag name constructed within SubscriptionList.unsubscribe_while_deleting doesn't conform with the format in the server-side construction
