Reward/refund karma to users who downvoted a deleted post

This idea came out in EchoJS

Downvoting is expensive and the community is the best/cheapest spam filter, so why don't we reward users that downvote spam entries? Or at least give the karma spent on the downvote back.

I think this is not that hard to accomplish tech wise.
