[Bug] Unauthorized guest users can set/save Security Key

Describe the Bug

Currently, the system allows a user to successfully set and save a Security Key even when they are not logged in

Expected Behaviour

The system should verify the user's login status before allowing them to save a Security Key. If the user is a guest, a prompt should appear saying: "Please log in to save your Security Key."

A guest can even try to save a note
