Document changes in 2.1.4 that can impact compatibility with 2.1.[0123]

Any changes in 2.1.4 that could cause problems for moving from 2.1.4 to 2.1.3 should be documented in the release notes. For example apache/accumulo#5247 adds new API methods in a bug fix release and this should be covered in the release notes. For API,SPI, and Property changes can grep the java code to look for since 2.1.4. For changes to accumulo scripts, may need to look at diffs of the scripts to look for user facing changes.

I think I got everything up to the point that that PR was made. Probably good to leave this open for now as there could be other changes or maybe some changes have been made since that PR. Can close it out after the release and review changes at that time. We can edit the release notes after the release vote but prior to announce.

I'm working on closing out the 2.1.4 milestone, to prepare another release candidate. I'm going to transfer this issue to the website.
