UI: Provide the option of dedicating an existing zone, pod, cluster, host to an account

The required feature described as a wish

Currently, the option to dedicate a zone, pod, cluster, or host is available only during creation from the UI.

There is no option to dedicate an existing zone, pd, cluster, host to an account.

The action is only available from the API
