I cannot create network by using VPC. It's show like below picture. I'm newbie and i have no clue to fix. Can anyone assist me

Have you referred to the vpc documentation

Can you go to the VPC details and create vpc tiers from the page ?
btw: gateway and netmask are mandatory for vpc tiers.
