[GCP][Azure]: Optimize performance of stop/start for Data Engine (Standalone Spark cluster)

As a user I want to use optimizing performance of stop/start for Data Engine on GCP/Azure, so that i can reduce waiting time of stop/start for Data Engine.

Acceptance criteria:

1. If user stops Data Engine all nodes of related Data Engine stop simultaneously
2. if user starts Data Engine all nodes of related Data Engine start simultaneously
