Improving the documentation

We should archive older releases after publishing a new release to save the CDN usage owned by ASF. I would like to update the doc https://kyuubi.readthedocs.io/en/master/contributing/code/release.html and archive the older releases.

downloads.apache.org should contain the latest release in each branch that is currently under development. When development ceases on a version branch, releases of that branch should be removed from the project's download directory.
