Yes the hardware is capable of this, looking around at some related C64 emulation projects, this project uses the same ECP5 FPGA (smaller, 12F instead of 25F) has some synthesis details: https://www.zzzconsulting.se/2020/09/26/c64-part-3.html

The reported utilization there is around 6K LUTs, which would easily fit. The memory latencies are a bit different compared to ULX3S although the maximum bandwidth is comparable, so some work would be needed to adapt the memory bus I suspect, as well as adapting the framebuffer to the correct resolution as shown in that blog post
