Expose the monitor.reblok.io status through an API to the CI of the @api3dao/chains repo

As discussed on 06/11/23 chain integrations call, and as suggested in this comment we should have CI running on the @api3dao/chains repository main branch and accessing an API for health status checks for each provider so that the CI fails if the status is unhealthy.
