CHIPS function connector

@archaeothommy Would it be a good idea to transfer the CHIPS database connection function (https://github.com/iramat/iRamat#using-the-database-api) to ASTR? If so, I would be happy to create a pull request in the next few days.

Please update your function so that it includes an option to get the data as ASTR object (Documentation of the ASTR schema). This is particularly important for the measurement units (incl. analytical precisions), which do not seem to be currently captured in the retrieved data object.
I perfectly understand that this might not be desirable because other functions build on the existing output. However, many of the functions in ASTR build on this framework, such as conversion of units and analytical precisions, helper functions for easy subsetting of the data set, and normalisation to geochemical reference compositions (developed in #40).

I saw that you record analytical precisions in the database, but they are not included in the README's sample dataset. If they can be retrieved, it would be great to include them.
