F14 (Recursive Self-Application) is the most critical TODO in the arifOS roadmap but also the most underspecified. This issue tracks the APEX decision required before F14 can be drafted.
The Problem
F14 self-modification proposals face an infinite regress problem: If F14 judges its own modification proposals, what judges F14's judgments? Without a fixed-point anchor, the recursive chain never terminates.
APEX Decision Required
F13 SOVEREIGN is the only fixed-point anchor. Until a meta-Floor exists above F14, all F14 self-modification proposals must be ratified by human (Arif/APEX).
Options:
- Option A (Recommended): F13-anchored ratification only — F14 proposals go to Arif for final approval until H3
- Option B: Fixed-point constitutional anchor — F14 as self-modification except for F14 itself (Gödel-lock)
- Option C: Defer to H3 — no F14 drafting until LENS organ exists
