Conditional autoformat

Sometimes I want automatic formatting. Sometimes I don't. I need some way to control this.

Probably the best way is an autoformat file that lives in each project directory with options for conform. Need to design an autocommand that reads this file and applies the corresponding settings.

The conform format_on_save / format_after_save functions trigger on BufWritePre/Post, so I don't need to write my own autocommand. Just write all the logic into those functions.

For Python: Enable autoformat by default unless explicitly disabled (with .noautoformat file?). If pycodestyle is in the repo, use it. Otherwise, use Black.
