Subject: [PATCH] fix(POR-22643): handle platform domain errors in
 notification-center

Wrap notification-center fetch in try/catch so platform API errors
(e.g. must be either portal or email domain) render a user-friendly
SilentError instead of an unhandled Next.js request error in Sentry.
