Subject: [PATCH] fix(POR-22659): handle platform LineItems validation errors
 in notification-center

Wrap notification fetch in try/catch so platform billing validation errors
(e.g. LineItems total below minimum) show a user-friendly SilentError
instead of an unhandled request error in Sentry.
