Add functionality for generation of boundaries for coils which have sidesets at lying on arbitrary planes.

Currently for the boundary mesh to be produced for a coil, it's "coil_in/out" sidesets must exist on the XY plane. This is fairly annoying for anyone wanting to use the vacuum mesh generation, as they'll have to do some alignment before hand.
