Hi, is this tool usable as a stand alone utility without an aws account?
What would be the pre requisites for 1) an individual 2) an organization?

Kindly help.

2. How does the UI controls dependent on system.web get handled?

Hello. Please find answers below:

1. Does the tool work on a Winforms/wpf project or a WCF service?

The majority of the changes that we have now are run on Mvc, web api, or class libraries. While the tool can be run on any type of project; we don't officially support Winforms, WPF, or WCF at this time. We are updating our rules and hopefully will be able to support different types of projects in the future.

2. How does the UI controls dependent on system.web get handled?

The tool makes changes on code files (.cs) files mainly. Other changes can run on your csproj files or project structure, but we don't make changes to any UI elements.

Please keep in mind that we are accepting community contributions, so if you have any ideas or changes you would like to see, do let us know. Let me know if you have any other questions.
