Character ref requests built in to character management page

Add the ability to make character ref requests (for restricted skills, custom casting research, high level castings... through the character management interface, so that requests made and character ref responses can be recorded in the DB as opposed to current situation where requests are made by email and then record keeping is only as good as a player's ability to find old emails (also, presumably saves the CR team's inbox and makes it easier for them to track what they have/haven't previously approved for a specific character and why)

i suspect this is something that's already been thought of, but just in case....
