Initialization tricks in your code

Hi @conormdurkan , thanks for the great code.
I have a question about the flow initialization tricks.
In previous works, an affine transform is usually initialized with shift=0.0 and scale=1.0, but it seems that this is not implemented in your code. Besides are there any initialization tricks for piecewise rational quadratitc transform?
