task: consolidate FC API repo

Bring in the forest client API to this repo, maintaining history. Work on a straightforward arrangement.

List of things to solve before merging in API repo:

• do not deploy unchanged API, especially to prod
• separate release numbering for API
• API Gateway publishing
• API consumed by SPAR and possible more

Hey @paulushcgcj, is this still recommended? Not deploying API changes is doable, but would introduce some complication.
