Subject: [PATCH] Add Claude GitHub Actions workflows

Manually adds the claude.yml (@claude mention handler) and
claude-code-review.yml (automatic PR review) workflows that
/install-github-app normally generates via its PR, since the
interactive OAuth flow for that command kept being cancelled.
