Question: how can I create goal with specified initial penalty?

http://api.beeminder.com/#creategoal has no info how one may create a goal with specified penalty.

For example, using browser UI I may create goal starting from 0$ or 5$ or more, here goals by default start from $1 an I see no option to change that.
