Refactor Hire.js into several components

This issue mainly tackles:
1. added config for prettier and esLint for the project.
2. added refresh scroll up for hire page.
3. refactor hire.js into archivedScreen, hireScreen, and hireNavigation. (name of files are different)
4. fix issue with jobs not updating on hire page when we focus on the page.
