Preferences don't show up

I installed 0.4 and the preferences that should be there don't show up:

Blender 3.1:

Tried deleting all my addons and reinstalling and it doesn't work.

Seems to have resolved itself (v0.4 in Blender 3.1.2) 🤷

Having the same issue in Blender 4.1 :(

I'm not a Blender person so no idea what I might be doing wrong.
