Subject: [PATCH] chore(lint): enable react/rules-of-hooks and
 react/exhaustive-deps

Copy canonical .oxlintrc.json (react/rules-of-hooks: error,
react/exhaustive-deps: warn), keeping ignorePatterns. No violations found.
