Quotes have a rating, with the idea that higher-rated quotes should appear proportionally more often than lower-rated quotes. For example, a quote with rating 5 should appear about half as often as a quote with rating 10.
At the moment this is actually only true for timed autoquotes and on-join quotes. !quote or !aq are just doing a straight search with each matching quote equally likely to appear.
Is this a problem?
These commands could also be made to take quote ratings into account. Would there be a down side to that?
