"Rating nag on addquote" feature should be added back eventually

Crowley used to nag people at several different times about rating more quotes. It even used to prevent people from adding new quotes if they had only rated a very small number of other quotes.

enoch doesn't do that because at the moment there is no way to quickly rate quotes from a web interface.

If we ever get a web interface that allows quote rating then the nag features should be used again. Possibly optionally.
