Writeup transparency enhancement

Allow users to view past/present writeups and review status - accepted/not and total score

Grant admins (type 3 users) the ability to view arbitrary user profiles and their writeups. This can easily be accomplished by adding an 'imposter' feature but will best be done by a user overview that imports their various statistics for view/modification.
