Subject: [PATCH] [CTX-0015] fix(dev-tooling): commitlint must accept carryctx
 [CTX-XXXX] prefix

Allow an optional [CTX-XXXX] prefix prepended by the CarryCtx
prepare-commit-msg hook, while keeping conventional type, scope,
and subject enforcement intact.
