Reproduction: select the next paper with runnable public inputs

Add one paper only when a public paper version, usable implementation path or thin reconstruction scope, and a reproducible command are available.

Acceptance:
- Source and license recorded.
- Paper claim and falsification condition written before implementation.
- Expected-versus-observed comparison and deviation log added.
