Add public point-in-time sample data manifest

Goal: wire the toolkit to a small public dataset with a reproducible manifest.

Acceptance checks:

• No credentials or private data required.
• Manifest records source URL, download timestamp, row count, schema, and known survivorship/leakage limitations.
• Demo can run on synthetic data by default and public sample data optionally.
