Add another KeyVaultBuild.nuspec for api access

1. Rename KeyVaultBuild.nuspec to KeyVaultBuildTask.nuspec, update references in createnuget.targets
2. Create a new KeyVaultBuild.nuspec that adds the KeyVaultBuild assemblies as references to a project so keys can be resolved programatically
