seperating hecuba and hecuba-py

I wonder hecuba might be better off separating its core and python api's. like move python api into another repository, this i think has a many advantages, a few:

• seperate hecuba build with that of python, easier to maintain and test.
• forsters simpler and better development experince may be even add new storage backends in python.

but it is hecuba's devs choice, feel free to close issue if you find it not worth.
